Apparently, after downloading the package you want from the site given above, you have to run the command "tex " as sudo on Ubuntu (9.10).
I needed the kvoptions.sty file, which was part of kvoptions.dtx. So, I downloaded kvoptions.dtx and ran "sudo tex kvoptions.dtx". Out of this operation, among other files, the file kvoptions.sty was generated.
